What do each of these commissions mean?

The refereeing reformation commission is responsible for discussing, evaluating options, capturing the clubs' stance in meetings, and exerting force and pressure so that definitive changes can later be made. However, it doesn't decide on its own. For example, Sevilla, Real Betis, Granada, and Albacete cannot agree on the immediate dismissal of Medina Cantalejo and enforce it directly. This is not their role, though it's a first step towards the much-discussed reform of the refereeing system or at least taking steps in that direction. It's not definitive by any means, nor will it have a significant long-term impact in the short term.

The competitions commission will discuss other daily sports-related issues, such as the ongoing debate about creating a league for reserve teams or the rule that prevents clubs from playing in the Copa del Rey with more than four players not from the first team.

Real Madrid, despite leading the revolt against the system as shown through videos on their channel or official statements against the functioning of Spanish football, did not garner support among the clubs that make up the championship.
